Using a Mobile Phone While Driving

I made a mistake by checking my phone while stuck in traffic. I noticed a police officer in a patrol car watching me, but thankfully, they didn’t pull me over. I’m now concerned that they might send me a ticket in the mail. Do they issue fines if you weren’t pulled over? I realize I shouldn’t do this again, especially here in NSW.
